Science ministry proposes industry involvement from the start of public R&D projects
The proposal would bring commercial partners into project planning while keeping scientific validation explicit for health and safety applications.
Science and Technology Minister Jitendra Singh has proposed bringing potential commercial partners into publicly supported research projects during planning rather than after development.
At an industry interaction during the RISE Conclave in Kolkata, participants raised critical-mineral extraction, permanent magnets, recycling, lithium beneficiation, vanadium and titanium recovery, space-related optical components and antivenom technologies. The discussion also proposed shared research platforms for foundries and the steel sector.
Why it matters
Early industry participation can align research with manufacturing, safety, supply-chain and market requirements. It can also influence research priorities, intellectual-property arrangements and how public benefit is defined.

This model should be measured through disclosed partnerships, funding, intellectual-property terms, validation standards, technology licences, adoption and public benefit. Independent scientific review should remain explicit where health or safety is involved.
Limitations
The release records proposals and ministerial responses, not funded agreements or completed commercialisation. Clinical and scientific validation was still required for the antivenom-related ideas discussed.
