Five-point Heal in India proposal targets care quality and medical-travel coordination
The proposal covers caregiver training, transparent hospital packages, cashless insurance, patient facilitation and capacity beyond major cities.
At Bharat Health Global Expo, the Commerce Ministry set out five priorities for medical-value travel: certified caregiver training, hospitals with transparent packages, cashless insurance and telemedicine, international promotion and patient facilitation using accredited hospitals, and stronger capacity in tier-two and tier-three cities.
The minister also stated an ambition for India to receive 10 million medical-value travellers a year.
Why it matters
Medical travel links clinical quality and patient protection with insurance, digital services, workforce supply and services exports. Coordination failures can affect treatment, complaints, follow-up care and confidence in the market.

Progress should be measured through accredited capacity, package transparency, treatment outcomes, complaint handling, continuity of care, insurance settlement and verified patient volumes. Promotional targets are not a substitute for this operating evidence.
Limitations
The 10 million target and claimed cost advantages are ministerial statements without a disclosed baseline, comparison method or delivery timetable.
